The State of California in the United States is in the cutting edge when it comes to hazardous waste management. California's hazardous waste laws and regulations are among the most stringent and complicated in the nation.

This seminar aims to present how the various agencies in California work together to effectively implement and enforce these laws and regulations. The workshop will specifically explore the evolution of the hazardous waste management in this State, which started some 25 years ago. In comparison, the first 10 years of this evolution is probably where the Philippines is now today. Therefore, this seminar will give a headstart as to where the Philippines is heading and maybe learn from its mistakes.

This workshop will cover the following topics
· Organization of California Environmental Programs
· Hazardous Waste Management
· Hazardous Materials and Community Right- to- Know
· Underground and Aboveground Tank Storage
· SB14 - Hazardous Waste Source Reduction and Review Act
· Proposition 65 and Other Required Warnings
· Local Agencies Roles: Inspection, Site Mitigation Oversight, Emergency Response, and Criminal Investigation of Hazardous Waste Violators

Ms. Macalintal is presently a Balik Scientist Program Consultant from Los Angeles, California. She is on a 3-month contract with the Department of Science and Technology (DOST) working on a project dealing with hazardous waste minimization in small and medium sized enterprises (SMEs). Prior to her retirement last year, she worked for 28 years with various agencies of the Los Angeles County government dealing with hazardous waste management. She managed various agency programs dealing with hazardous waste inspection, criminal investigation, emergency response and site mitigation. From 1985 to 2000, Ms. Macalintal also held evening classes at the University of California, Los Angeles (UCLA) teaching courses dealing with the scientific concepts in hazardous materials management.
